Free School Meals 2026-27: Income Limits and CEP Schools

Check One Thing First

Before you look at any income table, ask your child’s school this question:

“Is this a CEP school?”

If the answer is yes, every student eats free. No application, no income check, no paperwork. Roughly 40,000 schools across the country now operate this way, and a great many parents have no idea their school is one of them.

The same is true in states that have gone universal. California, for example, requires every public school serving grades TK through 12 to provide one free breakfast and one free lunch to any student who asks. No income application to eat.

So the first step is not filling in a form. It is finding out whether you need to.

How the Community Eligibility Provision Works

CEP lets a school, group of schools, or whole district serve free breakfast and lunch to every student, funded federally, without collecting individual applications.

A school qualifies when at least 25% of its students are “identified”, meaning they are certified for free meals without anyone applying. Children are identified automatically if their household receives SNAP, TANF or FDPIR, and in most states Medicaid. Children who are homeless, migrant, in foster care or enrolled in Head Start are identified too.

That threshold was lowered from 40%, which brought thousands more schools into the programme.

The consequence for you: your school may be CEP even if your neighbourhood does not feel low income, because the threshold is about identified students rather than average household earnings.

Income Limits for the 2026-27 School Year

If your school is not CEP and your state has not gone universal, eligibility runs on income.

The USDA published the guidelines for this school year effective 1 July 2026 through 30 June 2027. Free meals are available at or below 130% of the federal poverty level. Reduced-price meals are available at or below 185%.

Add $5,680 to the yearly poverty figure for each additional household member beyond eight, then apply the same percentages. Alaska and Hawaii use separate, higher schedules.

Notice how high the reduced-price line sits. A family of four earning $61,000 qualifies. That is well above what most people assume, and it is why so many eligible families never apply.

You May Not Need to Apply at All

Direct certification means the school matches records with state agencies and enrols your child automatically.

It happens if your household receives:

• SNAP
• TANF
• FDPIR
• Medicaid, in most states

It also applies automatically to children who are homeless, migrant, in foster care, or enrolled in Head Start.

If you receive any of those, you should get a letter rather than an application. If you receive SNAP and no letter arrives, contact the school. Direct certification data matching is imperfect and children do get missed, particularly when a name or date of birth is recorded differently in the two systems.

Apply Anyway, Even If You Think You Will Not Qualify

This is the part most parents get wrong, and it costs real money.

The meal application does more than decide whether your child eats free. Depending on your state and district, the same form can unlock:

• Summer EBT (SUN Bucks), a grocery benefit of around $120 per eligible child for the summer months
• Waived fees for college applications and standardised tests like the SAT and AP exams
• Discounted internet through several provider programmes
• Reduced or waived school fees, activity charges and sports participation costs
• School funding. In several states, district funding formulas depend on these counts, so an unfilled form costs the school money as well

In California specifically, meals are free regardless, but the application still matters because it establishes eligibility for SUN Bucks, fee waivers and district funding.

So the form is worth filling in even in a universal-meals state, and even if you are near the top of the income range.

Practical Details That Trip People Up

Last year’s approval carries over, but not for long. If your child had free or reduced meals last year, that status typically continues for up to 30 operating days into the new school year while a new application is processed. After that it lapses. Reapply each year.

Household size includes everyone. All children and adults living in the home who share income and expenses, not just the parents and the student.

Income is before deductions. Gross, not take-home.

One application covers all your children in the same district. You do not file separately for each child.

You can apply at any point in the year. Applications are not restricted to the start of term. If you lose a job in February, apply in February.

A change in circumstances counts immediately. Eligibility runs on current income, not last year’s tax return. Job loss, reduced hours or a household change can qualify you straight away.

What the Programmes Actually Cover

National School Lunch Program. The largest of them, serving roughly 30 million children daily.

School Breakfast Program. Widely available and widely underused. Many schools serve breakfast in the classroom to remove the stigma of arriving early.

Special Milk Program. For schools without a full meal programme.

Summer Food Service Program. Free meals at approved community sites during the holidays, for any child 18 or under. No application, no income check, no enrolment.

Summer EBT / SUN Bucks. A grocery benefit loaded onto an EBT card for the summer. Separate from summer meal sites, and a child can use both.

CACFP. Meals in childcare settings and after-school programmes.

If You Are Behind on Meal Charges

Unpaid school meal debt is common and rarely discussed.

Applying for free or reduced meals does not clear existing debt automatically, but many districts will waive or reduce it once eligibility is established, particularly if you were eligible during the period the debt built up.

It is worth asking directly. Schools generally prefer resolving it to carrying it.

1. Ask the school office whether it is a CEP school. If yes, you are done.
2. Check whether your state has universal meals.
3. If neither applies, fill in the application even if you think your income is too high. The reduced-price line is higher than most people expect.
4. If you receive SNAP, TANF or Medicaid and have not received a certification letter, chase it.
5. If you have unpaid meal charges, ask the district about waiving them once you are certified.
