How to Apply for SNAP in Indiana: FSSA Benefits Portal, the Asset Test and the 13-Day Document Window

Researched from official sources including Benefits.gov, SSA.gov, HHS.gov, and HUD.gov. Benefit amounts and eligibility rules change regularly - always confirm details on official .gov websites before applying. Last updated: October 2026

Quick answer: Apply for Indiana SNAP at fssabenefits.in.gov, by calling the Division of Family Resources at 800-403-0864, by mail, or at a DFR office. Since July 2026 Indiana counts your savings again ($3,000 limit, $4,750 with an elderly or disabled member) and requires immigration status for every household member. After your interview you have 13 days to send documents. Decisions come within 30 days, 7 if expedited, and the Hoosier Works card arrives three to five business days later.

Updated October 2026. Reflects Senate Enrolled Act 1 (SNAP provisions effective July 2026) and the FY2027 limits in the DFR policy manual effective October 1, 2026.

Read this before you apply: Indiana tightened its rules in July

Indiana’s 2026 welfare law, Senate Enrolled Act 1, changed four things about the SNAP application that most online guides have not caught up with.

  • The asset test is back. Countable resources (cash, bank balances, most investments) cannot exceed $3,000, or $4,750 if someone in the home is 60 or older or disabled. Your home, your vehicles and retirement accounts do not count. The caseworker will ask for bank statements.
  • Income of ineligible household members now counts. If someone in your home is not eligible themselves, their income is still included in the household total.
  • Immigration status must be disclosed for every member, and cases that cannot be verified are referred to USDA.
  • Verification is more frequent, and the state’s own data shows that failing to return paperwork is the leading reason Indiana cases close.

Indiana’s caseload fell by about 82,000 people between October 2025 and June 2026. If you were one of them and are still eligible under the new rules, reapplying is the only way back.

Ways to apply

Not sure if you qualify for food assistance? Check in under 2 minutes — it's free, private, and shows estimated amounts.

Method How
Online FSSA Benefits Portal. Also screens for Medicaid and cash assistance. There is an eligibility screener on the same site.
Phone 800-403-0864 (the DFR line for applications, case questions and appeals)
In person A DFR office. Check the office finder first. The Mishawaka office closed in December 2025 and merged into South Bend’s Blackthorn Road office.
Mail or fax Paper application returned to your DFR office. The portal is faster because it timestamps your file date.

Any adult household member or an authorised representative can apply. Your application date, and the start of your benefits if approved, is the day DFR receives a form with your name, address and signature.

Documents and the 13-day clock

Indiana gives you 13 days after the interview to return verification. The list usually includes photo ID, Social Security numbers, proof of income for the last 30 days, bank statements (for the asset test), your lease or mortgage, utility bills, child care costs, and medical bills for elderly or disabled members. For expedited cases only identity must be verified before the first payment.

Upload through the Benefits Portal, which attaches documents straight to your case, rather than mailing them. Two cost items are worth getting right: Indiana’s heating and cooling utility allowance is $504 from October 2026, and internet costs no longer count toward utilities under the federal law. Report rent and heat, every time.

Indiana requires an interview for every application. DFR schedules it and sends a notice with the time and method. You may request a phone interview for any scheduled appointment, and DFR may ask for personal contact if something needs clarifying. Have your documents next to you. The interviewer walks through the form and tells you what is still missing. Our guide to SNAP interview questions covers what is asked.

Indiana has no work requirement waivers anywhere. Adults aged 18 through 64 without a child under 14 at home must work, volunteer or take part in IMPACT (Indiana’s training program, enrol at 800-403-0864 option 3) for 80 hours a month or lose SNAP after three months in a 36-month window. Veterans, homeless adults and former foster youth are no longer exempt. Members of federally recognised tribes are. Hours in IMPACT count. See our work requirements guide.

After approval

Most Indiana households are certified for 12 months with interim reports in months 5 and 11. All-elderly or disabled households for 36. Under simplified reporting you must tell DFR by the 10th of the following month if income rises above the 130 percent limit, if work hours under the time limit fall below 20 a week, or if you win $4,500 or more. Report through the portal or by phone. The Hoosier Works card cannot buy sweetened soft drinks or candy, a restriction in force since January 2026 and now written into state law. Double Up Indiana matches produce spending at more than 50 sites. Indiana does not take part in summer EBT and has no Restaurant Meals Program.
