Free Washer and Dryer Programs: What Actually Exists

The Short Answer

There is no federal programme that gives away washers and dryers. Anyone telling you to apply for a government washer and dryer grant is selling something.

But the honest answer is more useful than that, because free replacement appliances do exist. They come through energy efficiency programmes rather than appliance giveaways, and in several states those programmes explicitly include washers and dryers.

Three real routes:

1. The Weatherization Assistance Program, which replaces inefficient or broken appliances at no cost. Coverage varies by state, but several include clothes washers and dryers
2. Utility income-qualified programmes, which replace appliances free including installation
3. Charities and reuse networks, for used machines with no eligibility maze

Route One: Weatherization

The Weatherization Assistance Program is run by the Department of Energy through state agencies and local community action organisations. Its purpose is reducing household energy use, and replacing an old inefficient appliance is one way it does that.

Nationally the programme is best known for insulation, air sealing, and heating and cooling system work. Refrigerator and freezer replacement is standard almost everywhere.

Whether washers and dryers are included depends on your state. Some are explicit that they are:

• Baltimore’s programme lists washer machine and clothes dryer among replaceable appliances, alongside water heater, refrigerator, dishwasher and window AC
• Ohio’s Home Weatherization Assistance Program lists refrigerator, stove, freezer, washer or dryer, with a limit on how many appliances one household can receive
• Rhode Island covers refrigerator, freezer, clothes washer, dehumidifier and window air conditioner

One consistent condition: appliances are replaced when they are inoperable or running well below their intended efficiency. A working, reasonably efficient machine will not be swapped for a new one. A broken or ancient one might be.

Who qualifies

Eligibility is generally 200% of the federal poverty level, or 60% of state median income, whichever is higher. Some states use different thresholds.

Receiving SNAP, SSI or TANF often qualifies you automatically. Renters can apply with landlord permission. People aged 60 and over, households with a disabled member, and families with young children receive priority.

What to expect

You apply through your state weatherization agency or local community action agency. An auditor visits, assesses the whole home, and decides which measures apply. You do not choose the appliance; the audit determines what gets replaced.

Waiting lists are common and can run months. Apply before the machine dies, not after.

Route Two: Your Utility Company

This is the route most people never consider, and for washers specifically it is often the better one.

Most large utilities run income-qualified efficiency programmes, separate from federal weatherization and usually with shorter waits. Southern California Edison’s Energy Savings Assistance programme, for example, offers income-qualified homeowners and renters free replacement of refrigerators, clothes washers, dishwashers and heat pump water heaters, with the cost of installation covered.

The pattern repeats across the country under different names. Look for “income-qualified”, “energy savings assistance” or “weatherization” on your utility’s website, or call and ask directly.

Two things make this route worth trying first:

It is usually faster. Utility programmes tend to move quicker than the federal waiting list.

You may qualify on a different basis. Some utility programmes use census tract eligibility rather than individual income, so households that miss the federal threshold sometimes still qualify.

Rebates are not the same thing

Be careful here. Utilities also run appliance rebate programmes, which are open to everyone and give you money back after you buy. That is not free. You pay full price first and receive a portion back later.

The income-qualified programmes are the ones where the appliance and installation are covered outright. Ask which you are being offered.

Route Three: Charities and Reuse

If the machine is needed now and you cannot wait months, these are practical and have far less paperwork.

Habitat for Humanity ReStore. Donated appliances at low prices, and some locations run assistance programmes or vouchers.

Salvation Army and St Vincent de Paul. Both run material assistance and voucher programmes that vary by branch. Availability depends entirely on what has been donated recently, so ask, and ask again.

Furniture banks. Many operate in larger cities and handle appliances alongside furniture, usually on referral from a caseworker or agency.

Community action agencies. The same organisations that run weatherization often hold small emergency funds outside it.

Buy Nothing groups and Freecycle. Not a programme, but people give away working machines constantly, usually because they are moving or upgrading. No eligibility check and no waiting list.

Tribal programmes. If you are a tribal member, your tribe may run housing or appliance assistance separate from state programmes.

What About TANF and LIHEAP?

Both come up in searches and both are partly relevant.

How to Spot the Scam Version

The signals are consistent:

• A fee to apply. No legitimate assistance programme charges you to apply
• Urgency language. “Limited spots”, “apply within 24 hours”, “funds running out today”
• An offer to handle your paperwork for you, usually from a “specialist” or “advisor” who wants your details first
• No named programme. If a page cannot name a specific programme run by a specific agency that you can look up independently, there is nothing behind it
• Requests for a Social Security number before you have applied for anything

Every real programme on this page is run by a state agency, a utility or a registered charity, and every one of them can be contacted directly. You never need an intermediary.

What to Do, in Order

1. Call your utility first. Ask specifically about income-qualified appliance replacement, not rebates. Fastest route with the least paperwork.
2. Apply for weatherization through your state agency or local community action agency, even if there is a wait. Ask directly whether washers and dryers are included in your state.
3. Call 211. They hold the local list of who has appliance assistance right now, which changes constantly.
4. Check ReStore, Salvation Army and St Vincent de Paul if you need something this month rather than next year.
5. Ask about TANF emergency assistance if you have children and your state offers one-off payments.
6. Try Buy Nothing and Freecycle while you wait. Costs nothing and often works within days.
